State Initiative Grants

The Paul T. Spraggins State Initiative Grants are awarded to State/Chapter Associations of TRIO annually. Applications are now being accepted on a rolling basis for the 2014-2015 FY and they will be reviewed and funded quarterly. The purpose of the grants is to promote activities across the country that will help State and Chapter Assocations build their capacity to advocate for TRIO. Emphasis this year is being placed on and scored by the State Leadership Committee on the following priorities.

  • State/Chapter media relation efforts including developing a communication plan
  • The establishment of a database of TRIO Alumni
  • State/Chapter policy seminars that utilize program alumni, parents, community members, and professional staff to influence policy
  • State/Chapter public relations activities that build corporate support partnerships

State/Chapter Excellence Awards Program

The State Leadership Committee will again be hosting the 5th Annual COE State/Chapter Excellence Awards Program designed to recognize outstanding work on the state level. The Chair and President of the Council for Opportunity in Education have been extremely busy ensuring that State and Chapter Associations of Educational Opportunity Programs understand their vital role and mission to sustain, expand, and protect TRIO students, programs and staff. The Awards this year will voted on by the State Leadership Committee and approved by the Board Chair in July. The nomination forms will be available here online in May 2014 and will be due by June 1, 2015. There will be two categories of awards — Highest Achieving State/Chapter and Most Improved State/Chapter.

State Leaders Caucus

The Leadership Caucus takes place each year prior to the Council for Opportunity in Education's Annual Conference. The most recent Caucus was held in Washington, D.C., on September 7, 2014, and featured a presentation from 2013-2014 COE Board Chair, Amy Verlanic, on effective communications strategies for State/Chapter Associations to engage and grow membership and participation. The day also featured presentations from 2014-2015 Board Chair, Oscar Felix, about the changes to the Paul T. Spraggins State Initiative Grants and COE President, Maureen Hoyler, on the critical role that State/Chapter organizations play in COE’s efforts to protect and expand TRIO.

The COE E-Community for State/Chapter leaders is hosted on ( The EduGuide E-Community is a central location for all State/Chapter Association Presidents, President-Elects, and Vice Presidents to set and track goals, network with other leaders, share resources and best practices, and serve as a communication device for timely information from the states, regions, and nationally.
