National College Opportunity Programs Leadership Summit

Prior to the Policy Seminar, on Saturday, March 9 and Sunday, March 10, 2013, COE is sponsoring a FREE Leadership Summit for current and potential state association leaders. Please join us for this professional development seminar to explore concrete ways you can:

  • Become a leader and TRIO advocate in the college access community (New Professionals)
  • Strengthen your state/chapter organization (Current State Leaders)
  • Leverage your experience to promote TRIO advocacy (Experienced Professionals)

State Initiative Grants

The Paul T. Spraggins State Initiative Grants are awarded to State/Chapter Associations of TRIO annually. Each state/chapter must submit an application for an award by December 1st each year. The purpose of the grants is to promote activities across the country that will help states/chapters build their capacity to advocate for TRIO. Emphasis this year is being placed on and scored by the State Leadership Committee on the following priorities:

  • State chapter media relation efforts including developing a communication plan
  • The establishment of a database of TRIO Alumni
  • State policy seminars that utilize program alumni, parents, community members, and professional staff to influence policy
  • State chapter public relations activities that build corporate support partnerships

State/Chapter Excellence Awards Program

The State Leadership Committee will again be hosting the 3rd Annual COE State/Chapter Excellence Awards Program designed to recognize outstanding work on the state level. The Chair and President of the Council for Opportunity in Education have been extremely busy ensuring that State and Chapter Associations of Educational Opportunity Programs understand their vital role and mission to sustain, expand, and protect TRIO students, programs and staff. The Awards this year will voted on by the State Leadership Committee and approved by the Board Chair in July. The nomination forms will be available here online in May 2013 and will be due by June 1, 2013. There will be two categories of awards — Highest Achieving State/Chapter and Most Improved State/Chapter.

State Leaders Caucus

The Leadership Caucus was held in New York City on September 5, 2012. The purpose of the Caucus this year was to address a growing concern among state/chapter associations around the topic of leadership transition. A panel of speakers lead by Board Chair, Ngondi Kamatuka, consisted of Deborah Northcross, Michael Wade, and Trent Ball. A new feature of the Caucus this year was the additional of a live webinar for those state leaders who could not be in attendance. Leaders from around the country were able to log in to view and hear the presentations from their respective states.

The Caucus also featured two new tools for state leaders that include a new and improved State/Chapter Assocation Scorecard Document is available for download (.pdf) and COE E-Community for state/chapter leaders on ( You can utilize this PDF version of the scorecard to collect information that will be input into the electronic online version of the scorecard available soon. States and Chapters are being asked to fill the scorecard out online twice a year in September and May. The results from the scorecard data will be available to each state/chapter and regions. The cumulative results will be used to help design trainings and provide valuable information for where regions and COE can place resources to assist state/chapter associations. The EduGuide E-Community is a central location for all state/chapter association presidents, president-elects, and vice presidents to set and track goals, network with other leaders, share resources and best practices, and serve as a communication device for timely information from the states, regions, and nationally.
