Upward Bound and Talent Search Directors and Staff — The time is here to nominate your outstanding students from the Classes of 2011, 2012 or 2013 to serve as Delegates to the Council for Opportunity in Education's 21st Annual National Student Leadership Congress from June 5-10, 2010 at American University in Washington, D.C.
Please select students who are ready for a challenging and intensive learning experience. It is important that student representatives come prepared for the rigors of the Leadership Congress; students have full schedules with little time for shopping and leisure activities. Though sightseeing arrangements will be made, students should expect to spend most of their time working in their Mock Congress groups, developing leadership skills, and participating in diversity training.
Please emphasize to your students and personnel that the National Student Leadership Congress requires dedication and should only be attended by your most committed student(s). Your students will return to your program with a great deal to share with their peers!
The registration fee for the Congress is $1200 which includes dormitory housing, meals, transportation, an NSLC T-shirt, and all admission fees while the student is in Washington D.C. The sending Project is responsible for travel expenses and making travel arrangements. The registration fee is an allowable project expense (See OMB Circular A-21/A-122); however, if your project budget cannot absorb the expense, support can be elicited from local service organizations, schools or private organizations, the governor's office, and state and regional educational opportunity associations.
The Delegate Application Form
(.pdf) and registration fees are both due (postmarked) by April 30, 2010. Please register early, since registration will cease once the first 150 complete applications, with registration fees, are received.
Send the Delegate Application Form and a check, purchase order, or credit card information for the $1200 registration fee postmarked by April 30, 2010 to the following address:

Notifications of Acceptance and Travel Arrangement forms will be e-mailed
to Project Directors and mailed to student's home residences beginning May 10, 2010.
